Job Description

At our hotels, we don’t just operate properties, we create experiences. As Cluster People & Culture Manager, you will play a pivotal role in shaping the culture, talent, and employee experience across a dynamic cluster of four hotels: ibis, ibis Styles, Adagio, and Mercure, with two properties located in Jeddah and two in Makkah.

This is not simply an HR management role. You will be a culture driver, talent champion, business partner, and employee experience leader responsible for ensuring that People & Culture initiatives support the success of all four properties.

We are looking for a dynamic, emotionally intelligent, and commercially minded HR professional who can balance operational excellence with a genuine passion for people. You will bring structure, energy, and consistency to the cluster while ensuring each hotel maintains its unique identity and delivers an engaging, inclusive, and high-performing workplace.

 

Key Responsibilities

  • Develop and execute the Cluster People & Culture strategy across four hotels, ensuring alignment with business objectives, brand standards, and company values.
  • Partner closely with General Managers, Executive Committees, and department heads across ibis, ibis Styles, Adagio, and Mercure to drive employee engagement, performance, and organizational effectiveness.
  • Lead end-to-end recruitment across the cluster, attracting diverse talent with the right skills, attitude, potential, and passion for hospitality.
  • Manage workforce planning, headcount tracking, manpower budgets, and organizational structures across all four properties.
  • Support and drive succession planning and talent development initiatives to build a strong internal talent pipeline.
  • Lead and coordinate performance management processes, ensuring they are fair, consistent, meaningful, and aligned with business objectives.
  • Identify and coordinate learning and development initiatives that support employee growth, leadership capability, and operational excellence.
  • Champion employee engagement initiatives and create meaningful moments throughout the employee lifecycle across all properties.
  • Lead and support recognition initiatives that celebrate employee contribution, performance, and achievements.
  • Ensure compliance with Saudi Arabia labor laws, Saudization requirements, and company policies across the cluster.
  • Manage and oversee government HR platforms, including but not limited to GOSI, Qiwa, Muqeem, and Mudad, ensuring timely and accurate processing of employee records, contracts, visas, work permits, and other regulatory requirements.
  • Act as a trusted advisor to hotel leadership and employees on employee relations, ensuring fair, consistent, and professional resolution of workplace matters.
  • Maintain accurate, confidential, and up-to-date employee records across the cluster and leverage HR data and analytics to support informed business decisions.
  • Monitor key People & Culture metrics, including turnover, recruitment, absenteeism, engagement, Saudization, and workforce costs, and provide regular reporting and recommendations to management.
  • Ensure consistent implementation of HR policies, procedures, and best practices across all four hotels while adapting initiatives to the operational needs of each property.
  • Collaborate with operational departments to ensure People & Culture initiatives directly contribute to guest satisfaction, employee performance, and overall hotel results.
  • Lead, coach, and support the People & Culture teams within the cluster, creating a collaborative and high-performing HR function.
  • Promote a strong culture of inclusion, respect, accountability, and continuous improvement across all properties.
  • Be willing and able to travel to and work from the Makkah properties when required, based on business needs, operational priorities, employee matters, recruitment activities, or other People & Culture requirements.

Qualifications

  • 5+ years of progressive Human Resources experience, preferably within hotels, hospitality, or a multi-property environment.
  • Previous experience in a cluster, multi-property, or regional HR role is highly advantageous.
  • Experience working within international, upscale, midscale, or lifestyle hotel brands is preferred.
  • Strong experience in recruitment, employee relations, performance management, talent development, workforce planning, and employee engagement.
  • Experience supporting pre-opening, opening, ramp-up, or high-volume hotel operations is highly advantageous.
  • Strong knowledge of Saudi Arabia labor law and HR regulations.
  • Practical experience with Saudi government HR platforms, particularly GOSI, Qiwa, Muqeem, and Mudad, is strongly preferred.
  • Good understanding of Saudization/Nitaqat requirements and Saudi employment regulations.
  • Strong HR administration, reporting, and HR analytics skills.
  • Proven ability to work effectively with senior leadership and multiple stakeholders across different properties.
  • Strong organizational skills with the ability to manage competing priorities across four hotels.
  • A people-first leader with high emotional intelligence, excellent communication skills, and the ability to build trust at all levels of the organization.
  • Commercially aware, solutions-oriented, and comfortable working in a fast-paced, multi-property hospitality environment.
  • Fluent in English; Arabic language skills are an advantage.
  • Willingness and flexibility to travel between Jeddah and Makkah and to spend time at the Makkah properties whenever business requirements dictate.
